Here is the speech in which he says he doesn't want the federal government to build highways to the suburbs and instead invest in "our" neighborhoods and other such nuggets.  He also alleges that the federal government gave special treatment to NY after 9/11 and Florida after Hurricane Andrew because they had more white people than New Orleans (h/t Daily Caller):
